About the toolLocal Evaluation 21 is for the evaluation of local processes for sustainable development, including Local Agenda 21. Receive an individual reportThe Local Evaluation 21 tool is for you to evaluate your own local authority’s process and progress towards sustainable development through providing input in the form of answering set questions. After three weeks, an individual report will be automatically created and e-mailed to you.Improve your local processThe Local Evaluation 21 report will provide you with feedback on progress with your sustainable development activities. It can be used in conjunction with existing evaluation systems, and provides you with comparative information from other towns, cities and regions. You may wish to use this report to focus on the successes and on the areas for improvement highlighted in the self-assessment by presenting it within the local authority and to your local politicians. The assessment can be completed once a year.Involve your stakeholder organisationsWe also strongly recommend that you involve stakeholder organisations in order to fully benefit from the self-assessment. In order to do so, you will need to enter the name and email of any person you wish to take part. Once you register them, they will automatically be sent login details. This will give them access to a special questionnaire for stakeholder respondents. You can register an unlimited amount of stakeholder respondents - a minimum number of 2 is required for their input to be featured in the report.Input immediatelyYou need to register in the login section to receive login details. Once you have your login details you can access the questionnaire. There are ten (10) sections which ask about different aspects of planning processes, and progress in implementation. You can click through the questions, and submit each section one at a time. It will probably take around thirty (30) minutes for you to complete the questionnaire. For stakeholders it will take around fifteen (15) minutes. Login details for both the local authority and stakeholder respondents remain valid for three weeks after the local authority has first registered.BackgroundLocal Evaluation 21 is offered to all local authorities in Europe. It was created as a follow-up to the research project LASALA (Local Authorities’ Self Assessment of Local Agenda 21), funded by the European Commission, DG Research. It is delivered through a partner consortium consisting of ICLEI (Local Governments for Sustainability); The Sustainable Cities Research Institute, Northumbria University, UK; Åbo Akademi, Finland; Universidade Nova de Lisboa, Portugal: REC (Regional Environment Centre) Hungary; and FocusLab, Italy.The tool is based upon the LASALA research methodology. It also takes into account the European Sustainable Cities and Towns Campaigns’ Award questionnaire, the ICLEI Local Agenda 21 method, the Aalborg Charter commitments, and the European Common Indicators. |
